This seems like an interesting and detailed mod you are proposing for Turkish license plates in the game. It's great to see the inclusion of both standard plates with and without Euroband, reflecting the different time periods accurately.

The serial format you provided for registration plates is comprehensive and well-defined, stating the combinations of digits and letters allowed for each part of the plate. This level of detail is essential for accurately replicating Turkish license plates in the game.

Having a variety of formats such as "99 X 9999", "99 XX 999", and "99 XXX 99" allows for diversity in the license plates generated in the game, making it more realistic and immersive for players exploring the Turkish roads.

Overall, it sounds like a well-thought-out mod that will enhance the experience for players wanting to add a touch of authenticity to their gameplay by incorporating Turkish license plates.
