FS25 Max HeightType Limit By Map v1.0

The HeightType limit is now loaded from the map. The HeightType limit restricts the heightTypes that can be registered (all fillTypes, which are dischargeable to ground). Some map have a heigher limit, which is sometimes reduced by mods. This mod should prevent this.
